管理画面のディレクトリ名を変更した場合に、郵便番号DB登録の進捗表示画像が表示されない

Description

管理画面のディレクトリ名を「admin」以外に変更すると、
郵便番号DB登録の進捗表示画像が表示されません。

例えば、「mainte」にした場合、
進捗表示用の画像表示部分が、以下の様になりますが、
html/user_data/packages/mainte/img/basis/graph_1_w.gif
実際には、html/user_data/packages/mainte というディレクトリは存在せず、
目的の画像ファイルは、以下の場所に存在します。
html/user_data/packages/admin/img/basis/graph_1_w.gif

( #841 に関連してですが、#841のチケット内容が大きくなりすぎるので、別チケットを切りました)
